This research has been carried out to analyze the content of the recommendations
for the implementation of the Convention on Children’s Rights (hereafter referred to
as ‘Convention’) of The United Nations Children’s Rights Committee (‘Committee,’ as
referred to below), and to figure out the meaning and the limit of recommendations.
From the results of analysis of this study, a few suggestions for the future with regard
to implementation of the Convention have been made as follow: First, establishment
of a national policy agenda for children, and extensive promotion and centralization
of the process of implementation within the governmental measures are needed.
Second, the priority of implementation will have to be determined. Third, active
support of the government for continuously improving the matters of
recommendations suggested by the Commission is required. Fourth, an enhancement
of the quality of the policy is needed. We have to overcome the level as a mere
formality in policy-making and implementation to implement the recommendations.
Fifth, an action plan for children's issues in Korea, which have not been included in
the Committee's recommendations should be established.
