The purpose of this study is to suggest the requirements of an effective and sustainable supporting
system for enhancing academic abilities of low achieving students, after analysing the current and
previous government funded programs. Although the government’s efforts and supports were
impressive in terms of their sizes and comprehensiveness, no agreements on whether the proposition of
students failed to reach to the basic academic ability level was declined, or a supporting system has
been successfully established. The essence of government’s supports for raising academic abilities of low
achieving students should include the following elements: a systematic approach with various aspects
and areas, the development of effective diagnostic and intervention tools and materials, professionality
of intervention personals, and the development, field test, and dissemination of an effective and
sustainable supporting model.
